We expect production to remain stable in 2026. The Liushenyu mine explosion in Shanxi in May 2026 triggered intensified province-wide safety inspections, driving June output down 9.7% year-on-year. Beyond this single event, the regulatory backdrop has become a more sustained constraint on supply. Overproduction inspections launched by the NEA in July 2025 have since become a routine and dynamic oversight mechanism, structurally reducing miners' incentive to produce above approved capacity. With new capacity approvals also running well below prior-year levels, there is limited room for supply to rebound in the near term. Total cash cost in 2025 is estimated at RMB 374/t, edging up to RMB 380/t in 2026 as cost-reduction measures are offset by sustained safety and compliance investment. Fundamental improvement on the average C1 cash cost, in the long run, is facing many challenges including the depleted resources, the investment in safety and compliance and the tangled labour issue.
